Comic relief for Tokyokhaos, the Penguin's ridiculous waddling always landed him in awkward situations. He was tired of being laughed at, so he asked for some more dramatic story lines. Because all penguins look virtually the same, he was replaced with someone who wasn't so "difficult to work with".
